There is a particular kind of credibility that comes from having built the thing you now advocate for. Most people who talk about the future of digital finance in Africa are theorizing. Kwame was building it, from inside one of the continent's most consequential central banks, at a moment when the rules of digital money were still being written in real time.
The Regulator Who Built What Others Only Debate
As former Director of Fintech and Innovation at the Bank of Ghana, Kwame Oppong sat at the epicenter of the country's most ambitious digital finance experiments. He led Ghana's Central Bank Digital Currency project, the eCedi, one of the most closely watched CBDC pilots on the continent and a program that placed Ghana among a small handful of African nations moving from CBDC theory into live implementation.
He didn't stop there. Kwame also spearheaded the Bank's regulatory Sandbox, the mechanism that now allows fintech innovators to test new products within a controlled, compliant environment rather than in regulatory limbo. He then established the Bank's dedicated FinTech and Innovation Office, turning what had previously been ad hoc engagement between regulators and innovators into permanent infrastructure.
In an industry where regulators and innovators are too often cast as adversaries, Kwame built the bridge. Then he walked other people across it.

A Voice That Carries Beyond Ghana's Borders
Kwame's influence doesn't stop at the Bank of Ghana's doors. He now serves as Senior Advisor, Africa at the Stellar Development Foundation, carrying his regulatory expertise into the heart of one of the world's leading blockchain and digital payments networks. He is also a Salzburg Global fellow, a Research Affiliate at the University of Cambridge's Centre for Alternative Finance, and a Council Member on the World Economic Forum's Global Futures Council on Decentralized Finance.
His global grounding runs deeper than titles: before joining the Bank of Ghana, he consulted for CGAP, the World Bank Group's financial inclusion arm, advising governments and central banks across multiple markets. That experience shaped his work in Accra, including an ongoing collaboration with the National Bank of Rwanda on mobile money interoperability, and speaking engagements at the Singapore Fintech Festival, the ITU's AI for Good Summit, and the Inclusive Fintech Forum.
